The 2018 Election Promises – ZANU PF Manifesto

It is election season in Zimbabwe, and the battle for votes is truly on.

ZimFact provides a summary of the Zanu PF manifesto and fact checks some of their claims.

Below is a ZimFact summary of the promises by President Emmerson Mnangagwa’s ZANU PF party as outlined in its 2018 election manifesto.

Economy

  • Transform Zimbabwe into a middle income economy by 2030
  • Accelerate the harmonisation of investment laws and establish a one stop shop for the processing and administration of investments
  • Have the Special Economic Zones operational by end of 2018
  • Ensure consistent economic growth of at least 6% per annum for the period 2018-2023
  • Spend at least 2% of the GDP on research and development initiatives

Agriculture

  • Issue land security tenure documents i.e. 99 year leases and A1 permits
  • Compensate former white farmers inline with the provisions of the National Constitution
  • Correct anomalies experienced during the fast track land reform programme through rationalising farm sizes and multiple farm ownership
  • Facilitate irrigation of at least 200 hectares per administrative district
  • Operationalise the Agricultural Commodity Exchange

 

The Mnangagwa-led ZANU-PF is promising to prioritise economic recovery

Mining

  • Amend the Mines and Minerals Act (Chapter 21: 05)
  • Enforce the ‘use-it-or-lose-it’ policy
  • Implement amended Indigenisation and Economic Empowerment Act and promote the Local Content Policy
  • Support beneficiation and value addition of minerals by: setting up quotas for minerals including platinum, lithium and chrome ore to be beneficiated locally; imposing levies and taxes for the export of unbeneficiated mineral resources and developing diamond and lithium policies.

Manufacturing

  • Accelerate implementation of Ease of Doing Business reforms
  • Enact the Corporate Governance Bill
  • Recapitalise the Industrial Development Corporation
  • Implement the SADC Industrialisation Strategy
ZANU-PF is also promising to upgrade the Hwange thermal power station in a bid to increase Zimbabwe’s power generation capacity

Energy, Transport and ICTs

  • Increase power generation by implementing projects at Kariba and Batoka Hydro Stations; Shilands Power Station; Bulawayo Power Station Repair; and Hwange Power Station 7 and 8 life extension
  • Ensure provision of electricity to all rural areas
  • Capacitate NRZ and revamp the railways infrastructure including the signals, targeting Victoria Falls-Bulawayo-Harare-Mutare; Somabula-Rutenga-Chicualacuala/Beitbridge; Bulawayo-Plumtree and Chitungwiza-Harare Fast Rail
  • Develop sub-regional routes Lion’s Den-Chirundu to Kafue (Zambia), Harare-Nyamapanda-Moatize (Mozambique); Beitbridge-Chicualcuala and Harare-Makuze (Mozambique)
  • Dualise the Beitbridge-Harare-Chirundu; Beitbridge-Bulawayo-Victoria Falls; and Kwekwe-Nkayi roads
  • Ensure that DDF rehabilitate at least 3 bridges and regravels 300km of roads per year in all rural provinces over the next 5 years
  • Liberalise the airwaves
  • Establish an International Gateway

Water and Sanitation

  • Carry out a national rehabilitation programme of all water purification plants
  • Construct Gwayi-Shangani; Mutange; Musami and Kunzvi Dams and Wenimbi Pipeline

Education, Health and Housing

  • Build 2000 schools by 2023
  • Rehabilitate and establish at least one vocational training centre per administrative district
  • Ensure treasury allocates at least 15% of the budget to healthcare in line with the Abuja Declaration
  • Establish at least one new hospital per administrative district by 2023
  • Deliver at least 1.5 million affordable housing to the people in the next 5 years in collaboration with the private sector
  • Not move or destroy property unless settled on land designated for schools, clinics or roads.
